Steve H. Hanke is a senior fellow at the Independent Institute and a professor of applied economics at Johns Hopkins University. As an advisor to the governments of Montenegro and Ecuador, he designed and implemented dollarization in 1999 and 2001, respectively. Hanke advised Argentine President Carlos Menem from 1989-1999.
